What is the mission of the Alia2 Foundation?

Our mission is to eradicate online child pornography and cyber-bullying.

What are the objectives of the Alia2 Foundation?

The only way to stop the growing flood of paedophile material on the web is for the public and private sectors together with society to undertake joint actions. Alia2 is a common space, a meeting point, which brings together the actions and interests of all parties involved in stemming this flood.

Why was the Alia2 Foundation created?

Together with Mexico, Spain is one of the countries with the highest number of paedophile files downloaded over P2P networks.* This material increases the number of adults that develop paedophilebehaviour and increases paedophile crime.

In Spain the IT tools to tackle this problem are lacking; this restricts political action.

The State law enforcement forces and agencies warn us about these growing trends and inform us of the wave of pornographic material that is starting to appear in Spain.

Thus the Alia2 Foundation was founded with the mission of combating this serious problem through developing IT tools and raising awareness.

What institutions support the Alia2 Foundation?

The Alia2 Foundation is supported by:

  • Who collaborates with the Alia2 Foundation?

    The Alia2 Foundation aims to bring together experts in Spain on image processing (Tedial), online pornography filters and searches (Astabis), parental control (Danba), as well as individuals or companies who wish to help us achieve our social objectives.

    We run also social and technology volunteer programmes. Our ciberalia2 network provides us with firsthand information on Internet threats. Likewise, the programmers who collaborate on developing open source programs allow us to pool knowledge in order to develop effective IT tools.

    How is the Alia2 Foundation funded?

    The Alia2 Foundation is funded by member contributions, public grants and donations from individuals and companies.

    How can I help the Alia2 Foundation?

    Individuals who are aware of the fight against online child pornography and cyber-bullying can collaborate through making donations, becoming a member or participating in our volunteer programmes.

    How can I volunteer in the Alia2 Foundation?

    The Alia2 Foundation seeks the participation of volunteers that will responsibly contribute to awareness-raising, management and actions in the fight against online child pornography. Ask for further information on our volunteer programmes.

    Is there global legislation against child pornography?

    Combating child pornography in Spain and abroad is a colossal task and the harmonisation of laws is essential toefficiently combat this increasing international phenomenon. Only by joining forces will we be able to guarantee a safer future for our children.

    Since the Declaration of the Rights of the Child, many international documents have been drawn up. The most important are:

    • World Conference against Commercial Sexual Exploitation of Children held in Stockholm from 27 to 31 August 1996.
    • Resolution 1099 (1996) of the Council of Europe Parliamentary Assembly: art. 12.
    • Recommendation 2001 (16) of the Council of Europe Committee, 31 October 2001.
    • Council Framework Decision 2004/68/JAI, of 22 December 2003 on combating the sexual exploitation of children.
    • Proposal for a Council Framework Decision on (…) combating the sexual exploitation of children and child pornography (Brussels, 22 December 2000).

    Spanish Legislation

    Under Spanish law, it is a crime to possess, distribute or create pornographic material that visually depicts a child engaged in a sexually explicit conduct, a person appearing to be a child engaged in sexually explicit conduct or realistic images representing a child engaged in real or simulated sexually explicit conduct. This material may consist of photos, negatives, slides, magazines, books, drawings, films, or computer videos, files or disks.

    To understand these offences, the following terms must be understood:

    • Paedophilia: A sexual or erotic attraction that an adult feels towards children or adolescents.
    • Paedophile: A person who commits child pornography offences.
    • Child pornography: Material depicting the sexual abuse of children.
